GLM+: The First Half‑Year of the Project Brought New Outputs and the Start of the Pilot Phase

The GLM+ project is funded by the Employment Plus Operational Programme, co‑financed by the European Union. It builds on the INTENS project, which focused on creating care programs for perpetrators of sexually motivated crimes without paraphilia and designing a comprehensive service process—from screening and recruitment through motivation to therapeutic work with the target group.


What Was Achieved in the First Half of 2025


The first half of the year was marked by preparations and the creation of key project materials:


  • A specialized implementation team (RT) was established and trained

  • German modules were translated and adapted, with added sexology components

  • The first draft of the therapy manual was completed, as well as motivational scripts for working with the target group

  • The implementation team received additional online training in risk‑assessment tools


Meetings and Workshops


  • On April 8, 2025, a workshop on Theory of Change and Service Design took place, attended by nine members of the implementation team

  • From May 15–16, 2025, a two‑day workshop addressed motivational interviewing, utilization of risk‑assessment tools, evaluation design, and further development of the service model. This was followed by further online training in specific RA tools on June 23, 2025.


As a result of these activities, the service design was revised, and alongside it, the evaluation plan was updated.


Start of the 1st Pilot


In July 2025, the selection and motivation phase for the target group began in the participating prisons:


  • Bělušice Prison

  • Nové Sedlo Prison

  • Vinařice Prison

  • Oráčov Prison

  • Heřmanice Prison — where the therapeutic part of the programme will also be conducted


At the same time, preparations were underway for the therapeutic part of the pilot programme, which is scheduled to begin in autumn 2025.


What’s Coming Next


The second half of 2025 will bring several key activities:


  • September 16‑18, 2025 – training of the implementation team in the GLM methodology at Kuřim Prison, where the program is already being successfully applied

  • September 29 ‑ October 1, 2025 – training of the new GLM+ modules in Prague with participation from partners from Brandenburg an der Havel (Germany)

  • October 2‑3, 2025 – training in the sexology modules of GLM+ led by the National Institute of Mental Health (NUDZ) in Prague


Who Is Involved


Project partners in GLM+ include:


  1. VOLONTÉ CZECH, o.p.s. – lead implementing organization, responsible for coordination, methodology, evaluation, dissemination, and advocacy strategy

  2. Heřmanice Prison (Prison Service of the Czech Republic) – pilot site for testing the GLM+ programme, a key application partner

  3. National Institute of Mental Health (NUDZ) – expert partner, involved in supervision, development of methodologies, staff training, and professional anchoring of the programme

  4. Probační a mediační služba (PMS ČR) – consulting partner, especially in the post‑release continuity, use of RA outputs, and working with the target group

  5. Pábení s.r.o. – partner engaged in development of methodologies and supporting multidisciplinary cooperation

  6. Ministry of Labour and Social Affairs (MPSV) – grant provider


Why We Do It


The project focuses on finalizing and testing the full form of a therapeutic programme and comprehensive service process for working with perpetrators of sexually motivated offences without paraphilia, using RNR and RA approaches. Based on the experiences from the INTENS project and in cooperation with key partners, we are creating a system that will more effectively work with the target group, reduce the risk of recidivism, and support their reintegration into society.
